Retired judge of the Twenty-second Judicial Circuit [St. Louis City], State of Missouri (1972-92). Law degree: St. Louis University, 1950; licensed to practice law in Missouri. Served as Associate City Counselor (1951-56), in general trial practice (1956-68), Speaker Pro Tem of the Missouri House of Representatives (1961-62), and hearing commissioner with the St. Louis Circuit Court, Juvenile Division (1968-72). Attended several seminars on Private International Law in The Hague, Holland; was appointed as Consultant to the United Nations branch in Crime Prevention & Criminal Justice, Vienna, Austria; and has worked with the U.S. Department of State, Office of Legal Advisor, in the drafting of treaties on the subjects of inter-country adoptions, and the enforcement of judgments between nations.
